He was born in Glendale, WV on February 4, 1947. Joseph is preceded in death by his parents, Marion and Pansy Emptage, daughter, Tracy Lynn Russell.
Surviving family includes, daughter, Dina (Carmine), sisters, Patricia Graves, Jeannie McDaniels, brothers, Tom, Dennis, and John Paul Emptage, 6 grandchildren, and 3 great-grandchildren. There will be no services. Newcomer Funeral Home and Crematory, SW Chapel, assisted the family. In lieu of flowers, the family suggest donations to Mount Carmel Hospice.
